It's a regulator for the city water connection. Good to have for sure. Sometimes campgrounds can have very high pressure and you don't want any burst pipes or pumps. Flush it out real good and attach it to your white fresh water hose.

Yes, that's what it is, but I would toss that one and get a new one. It looks like it could be crapped up inside (just from the pictures). They are only a few bucks brand new.

There's really not much that can go wrong with one. It's just a fixed orifice that regulates the pressure. Dirt and bad threads would be about it.

If the inside has gotten crapped up with mineral scale and corrosion it probably wouldn't work too good. Why risk your trailers plumbing for a $7 buck item? If it were mine, I'd chuck it. Heck, I probably have 4 or 5 of them lying around in my garage. Not even worth cleaning for the price. It even looks pretty beat up in the picture.
